Nicole McNeill
Nicole McNeill is President and Chief Administrative Officer of the Municipal Property Assessment Corporation (MPAC), the world's largest property assessment jurisdiction, responsible for assessing more than 5.7 million properties representing more than $3 trillion in assessed value across Ontario.
An accomplished executive with more than 25 years of experience across the public and private sectors, Nicole is known for helping organizations navigate complexity, drive transformation and deliver measurable results.
At MPAC, Nicole brings together financial stewardship, technology strategy and people-centred leadership to advance innovation and excellence in public service. Her career includes senior CFO and CIO roles, giving her a broad enterprise perspective and practical understanding of how strategy, operations and organizational culture intersect. She led one of Canada's first public-sector cloud migrations, achieving ISO 27001, 27017 and 27018 certifications, and continues to champion responsible, human-centred technology adoption.
Nicole chairs an AI Roundtable, a partnership with Osler focused on responsible AI governance. Her governance experience spans the energy, health-care and regulatory sectors. She currently serves on the boards of Elexicon Energy and Ontario Shores Centre for Mental Health Sciences.
Nicole is a Chartered Professional Accountant (CPA, CA), holds the Institute of Corporate Directors designation (ICD.D) and has a Bachelor of Commerce from York University. In 2026, she was recognized as one of the 50 Women to Watch on Boards in North America.
